Nick Mathewson 749f4ce319 [backport] Fix min_heap_erase when we remove an element from the middle of the heap.
Previously, we could lose the heap property when we removed an item
whose parent was greater than the last element in the heap.  We would
replace the removed item with the last element, and consider shifting
it down, but we wouldn't consider shifting it up.

To build libevent, type

$ ./configure && make

     (If you got libevent from the subversion repository, you will
      first need to run the included "autogen.sh" script in order to
      generate the configure script.)

Install as root via

# make install

You can run the regression tests by

$ make verify

Before, reporting any problems, please run the regression tests.

To enable the low-level tracing build the library as:

CFLAGS=-DUSE_DEBUG ./configure [...]
