ci(lint-checker): lock down permissions
...
Lock down the GITHUB_TOKEN permissions.
lychee only needs `GITHUB_TOKEN` to read public
data without hitting rate-limits, so having read-only
access to contents should be fine.

I noticed that the link to `Tutorials.md` was broken in this README.
While fixing this I found some other broken links in the same section
of the README, that I tried to fix as well.
(I suspect these files were moved at some point)
